4. What Are Public Records?
   Public Records means all documents, papers, letters, maps, books, tapes, photographs, films, sound recordings, data processing software, or other material, regardless of the physical form, characteristics or means of transmission, made or received pursuant to law or ordinance or in connection with the transaction of official business by any agency. Chapter 119.011(12), Florida Statutes.
   
   A Public Records Request is a request to either inspect or copy, or both, public records pursuant to Chapter 119, Florida Statutes.

    State law requires the City to produce specifically identified records in its possession within a reasonable amount of time provided the required fees are paid. You should receive an acknowledgement to your request within two business days. The only records that can be withheld from public disclosure are those specifically designated by the Florida Statutes as confidential or exempt.
    
    If records are not readily available and require more than 30 minutes to retrieve, you will receive an estimate of the retrieval cost and will be asked to pay a deposit before the documents are pulled. The cost of the retrieval is based on the actual number of hours required to retrieve the documents multiplied by the hourly rate of the lowest paid staff member capable of performing the retrieval. If the actual cost is less than your deposit, you will be refunded the balance. If the actual cost exceeds the estimate, you will be asked to pay the difference.
